CMREG formed a partnership to develop two contiguous office sites at the northwest corner of the intersection of the Long Island Expressway (I-495) and Veterans Memorial Highway in the town of Islip, Suffolk County, New York. Sensing that the sites had special qualities, CMREG set up a partnership to develop one site immediately while holding the second site for future development.

Increasing land costs in the New York Metropolitan area and the scarcity of land available for development has pushed the eastern edge of commercial development further east into Long Island's Suffolk County. New York City and Nassau County to the west are almost entirely developed, leaving Suffolk County as the only remaining market for development on Long Island. The North-South Route 110 office market at the western edge of Suffolk County, long having been the major axis of Suffolk County office development, has been fully developed, with any remaining land under active development. This left Veterans Memorial Highway to the east (Exit 56 on the L.I.E.) as the next major North-South route to be developed. Further, the subject sites are immediately accessible from the Long Island Expressway, one of the busiest interstate highways in the United States. Not to be overlooked is the increasing difficulty in getting approval for commercial construction on Long Island. Sewer moratoria, in particular, have been characteristic of eastern Long Island.

Site One is developed with a dark glass, modern office building, with interior atrium and an abundance of corner office availability due to the geometry of the structure. Three stories in height, the building's fire and life safety systems, security systems, lighting, and structural systems are state-of-the-art. The building is designed for a single tenancy, single floor tenancy, or multiple tenancy due to the natural geometric breaks in design.

In the winter of 1995, the Partnership responded to a Request for Proposal issued by the United States General Services Administration ("GSA"), requesting bids for the construction of an office building for the Internal Revenue Service. Winning the competition, the Partnership commenced construction of the second of its two buildings in the Center that Summer. Similar in architectural detail and finish to the first building, certain modifications were made to satisfy other requirements of the GSA and IRS.
